Very interesting document. It looks like the only roads currently being considered for decommissioning/closure are spur roads, except for a 4621 and 4545. One interesting note: They talk about the superior road surface being gravel, at least in terms of how much maintenance it requires. Since gravel tends to allow water to soak in all over, and asphalt runs off, it makes maintenance costs less.
Interesting read (although I skimmed some of it). Thanks for posting the link!
