Stumbled across this interesting website that has old panoramic photos from all the lookouts in the Mt Hood NF:

That makes more sense than what I thought.  Thanks for the elucidation.

It's interesting how each photographer annotated their photos.

Now I'm wondering what "SUP.NO.1." means on the Olallie Butte photo? And the number 284752 on the lower right corner?
